New leaders boost Victoria’s emergency management capabilities

Our newest emergency response leaders enjoyed a ceremony on 29 April 2025 to recognise their Level 3 Incident Management Team (IMT) accreditation. 

They were presented with their certificates by Tim Wiebusch ESM, Acting Emergency Management Commissioner.

With 66 recognised, 8 are newly accredited and 68 renewed their accreditation. 

Graduates are from across the state’s emergency responder agencies including the Country Fire Authority, Fire Rescue Victoria, Forest Fire Management and Victoria SES. 

Gaining Level 3 accreditation is an achievement to be proud of as the process is rigorous.

These personnel help coordinate the response when there is a significant emergency. As part of the accreditation process, they need to show their skills through a series of exercises and practical experience. 

The graduates have gained accreditation in the roles of:

  • Incident Controller
  • Operations Officer
  • Logistics Officer 
  • Public Information Officer
  • Intelligence Officer
  • Planning Officer.

About IMT Accreditation

In 2010, the Victorian Bushfires Royal Commission recommended personnel involved in managing responses to major, or Level 3 incidents, be required to achieve a common standard of competency. It was also recommended that the accreditation be implemented through a multi-agency accreditation process. 

Since that time, agencies and EMV have developed and operated common training, development programs, and accreditation processes for Level 3 IMT personnel. These are based on requirements of the Australasian Inter-service Incident Management System (AIIMS). 

The functional roles where Level 3 accreditation can be achieved are:

  • Incident Controller
  • Operations Officer
  • Logistics Officer
  • Intelligence Officer
  • Planning Officer
  • Public Information Officer.
