Under section 50 of the Emergency Management Act 2013, the Emergency Management Commissioner must develop operating procedures. Incident management operating procedures issued by the Emergency Management Commissioner will be published on this website, unless the content is not appropriate to be made publicly available.
Emergency Management Victoria in partnership with the emergency management agencies has developed a number of policies and arrangements to assist the agencies in the management of emergencies within Victoria. These documents are listed below.

The Emergency Management Team Arrangements 2014 describes the establishment and operation of Emergency Management Teams at the incident, regional and state tiers of emergency management in Victoria and provides a template and case study for each.

Emergency Management Victoria in partnership with the emergency management agencies, has developed a number of joint standard operating procedures to assist the agencies in the management of emergencies within Victoria.
These standard operating procedures are available for relevant personnel.

Victorian Emergency Operations Handbook
