SEMP Public Transport Disruption Sub-Plan

Purpose

The Department of Transport and Planning (DTP) in consultation with the transport sector and other stakeholders, has developed this Public Transport Disruption Sub-Plan (this Plan) to outline the arrangements for managing public transport disruption emergencies in Victoria.

This Plan is written in accordance with Emergency Management Act 2013 (EM Act 2013) (External link) and the Ministerial Guidelines for Preparing State, Regional and Municipal Emergency Management Plans.

This Plan is for significant and protracted public transport disruptions, caused by a transport infrastructure or signalling failure that is not a result of another hazard. It complements the State Emergency Management Plan (SEMP) by providing details of specific arrangements for public transport disruptions, where DTP is either the control agency or a support agency.

The scope of this Plan applies to emergencies only, and does not relate to planned disruptions or operational incidents impacting heavy rail (train), light rail (tram), and buses. It does not include public transport disruptions related to maritime, marine passenger transport or aviation transport modes.

This Plan does not duplicate the content of the SEMP or other plans referenced in this Plan, but rather provides more specific information relating to the management and governance of transport disruptions.  

Aim

In keeping with all emergency management plans in Victoria, this sub-plan aims to:

• foster a sustainable and efficient emergency management system that minimises the likelihood, effect and consequences of a transport service disruption
• establish efficient governance arrangements for transport service disruptions that:
  • clarifies the roles and responsibilities of agencies, including public transport operators during emergencies
  • facilitates cooperation between agencies, including public transport operators
  • ensures the coordination of emergency management arrangements and reform within the public transport sector.

Audience

The primary audience for this Plan is anyone involved in the management and governance of Victorian transport service disruptions including the managers and employees of the DTP, public transport operators and emergency management officers.
